Buying property in Athens as a foreigner: step by step
From a Greek tax number to the notary's signature: the steps, the documents and the costs of buying a home in Athens from abroad.

Foreign buyers can purchase property in Athens on the same terms as Greek citizens. The process is well established and can be handled almost entirely by power of attorney if you cannot travel.
1. Get a Greek tax number (AFM)
Every buyer needs an AFM from the tax office. Your lawyer can apply for you with a copy of your passport.
2. Open a Greek bank account
Payments for property — and every Golden Visa investment — must go through a Greek bank. Opening an account takes a few weeks and requires proof of address and source of funds.
3. Appoint an independent lawyer
The lawyer checks the title, the land-registry record, outstanding debts, building permits and, for conversions, the registered change of use. Use a lawyer who works for you, not for the seller.
4. Reserve and agree terms
Once you choose an apartment, a reservation or preliminary agreement fixes the price and timetable, usually with a deposit.
5. Pay transfer tax and sign at the notary
Transfer tax (or VAT for some new buildings) is paid before signing. The final contract is signed before a notary, who also checks the paperwork.
6. Register the property
The contract is registered with the land registry (Hellenic Cadastre). Only then is the purchase complete.
